On muscle and strength page that reviews ICF 5x5 Blaha just says to lower some of the volume. "The cutting version is 3x5 for main lifts, 2x8 for accessory lifts. March 1, I stopped my cut, and then ate at maintenance for 3 weeks. I then decided to start a lean bulk, but was not on a specific program. So I then decided to do ICF 5x5 at the beginning of May. So I decided to go for a cut version of ICF 5x5 with occasional HIIT during off days.

With respect to ICF 5x5, this is what I think is: Better: I think it may be less "scary" for novices, who are intimidated by more dynamic movements such as the power clean. I believe the psychological aspect does matter to some degree, since oftentimes the best program is simply the one you actually do.
